Volunteer Visions: Finalising the Draft IFLA Code of Conduct for Volunteers and Next Steps

We’re excited to share our final update as the working group concludes this important project!
Key Milestones
In October, we carefully reviewed feedback from the Professional Division Committees, Regional Division Committees, and Section Standing Committees. This feedback was organised into two key documents:
- Thematic Feedback Document: Identified 10 key themes, such as balancing the best aspects of two distinctly different draft versions to create a Code that is inclusive, culturally sensitive, concise, accessible, and action oriented. The document also highlighted the importance of clear processes for reporting and addressing violations.
- Feedback Table: Conducted a detailed, line-by-line review of all feedback to ensure every comment was addressed and appropriately incorporated into the draft Code.
Guiding Principles
The draft Code reflects IFLA’s commitment to respect, fairness, and inclusivity, offering guidance to foster a welcoming, collaborative environment. It highlights ethical behaviour, transparency, and accountability to ensure volunteers uphold the standards that build trust and excellence across the federation.
A Living Document
The working group views the Code as a dynamic tool—a ‘living’ document—that will evolve and mature, alongside IFLA’s growth and learning. While completing the draft is a significant achievement, it marks just the beginning. Key structures for implementation remain to be finalised, and IFLA must ensure that the shared values outlined in the Code continue to resonate meaningfully across the federation.
Next Steps
- The draft Code, along with recommendations for adoption and implementation, was formally submitted on 6 November 2024.
- During its December meeting, the Governing Board will:
- Review the draft Code for final approval.
- Consider associated recommendations, including reaffirming shared values through an inclusive and transparent process.
- Address best practices for reporting and managing violations as part of IFLA’s broader structure review.
Recommendations
- Adoption and Induction: Ensure the Code becomes part of the onboarding process for new volunteers and governing bodies, requiring members to sign a statement of acknowledgment.
- Regular Updates: Commit to reviewing the Code every two years to ensure it remains relevant and supportive of good practice and public trust.
- Enhanced Reporting Processes: Develop clear, accessible guidelines for reporting and addressing violations, ensuring confidentiality, accountability, and fairness.
- Ongoing Engagement: Continue gathering feedback to adapt the Code to evolving needs and priorities, aligning with IFLA’s mission to foster diversity and equity.
